To say a building is tall is it always kono biru wa takasa ga arimasu (this building has height) or kono biru wa takai desu (as for this building, it is tall). Which one would amost likely be used by a fluent speaker?

Nice question.
It's all about the mood you are trying to set.

Kono biru wa takasa ga arimasu.
This building has height.
This sentence is much deeper. It almost sounds poetic.

Kono biru wa takai desu.
This building is tall.
This sentence is most commonly used in everyday language. It isn't poetic at all but it gets the job done.

In the end it always depends on what you are trying to do when you speak.

Now soak in the poetic nature of this sentence.

この質問は深みがあります。
Kono shitsumon wa fukami ga arimasu.
